Various problems:
1.- Latin America is a continent of islands. Each island wants to have its own publication. So we have a lot of hyper-local academic journals
2.- Many times people publish to be important, or to swell CV's, not to form a community
3.- More high-level researchers could be incorporated into the Editorial Committees of Northern journals
I think that this topic can be known and discussed by the scientists who generate the articles and by the librarians who manage the journals in the libraries so I posted the translation to your note on my Facebook
