The event includes discussion of 'Non communicable disease and palliative care national strategic plans and adapting PACK (Practical Approach to Care Kit) for use in primary care settings', both highly relevant to HIFA. Two HIFA steering group members have been closely involved with the development and deployment of PACK: Joseph Ana and Tracy Eastman. HIFA recently became an official partner of the WHO Global Coordination Mechanism for NCDs and we look forward to the possibility of a new HIFA Project in 2026.

C3 Collaborating for Health, in partnership with Global Health Partnerships (GHP), is holding a series of international seminars in 2025. These talks will bring in renowned health experts from around the world to discuss the impact of noncommunicable diseases (NCDs) and explore how different countries are responding to this growing challenge.

About the speaker

Dr. Yoseph M. Azmera, GHP’s Country Director in Ethiopia and lead for NCDs, will join C3 and GHP for the first international seminar of 2025. His career has included leadership roles in universities in Ethiopia, including Jimma University and the University of California, San Diego program on HIV in Ethiopia. He also supported the Ethiopian Federal Ministry of Health in development of Non communicable disease and palliative care national strategic plans and adapting PACK (Practical Approach to Care Kit) for use in primary care settings.

About the seminar

Focuses on how Ethiopia’s scalable, decentralised health system empowers community health workers to address modifiable NCD risk factors—such as poor diet, hypertension, and tobacco use — particularly in rural communities. Highlights how training and mentorship equip health workers to identify and manage risk factors early.

Dr. Azmera will share insights from his extensive experience in both Ethiopian and international health systems, offering a unique perspective on how NCDs are being addressed across different contexts.

This seminar takes place just two weeks before the United Nations High-Level Meeting (UN HLM) on Noncommunicable Diseases—a major global event where governments and health leaders gather to set priorities for tackling NCDs worldwide. For those unfamiliar, the UN HLM is a critical moment for shaping international policy and funding around chronic disease prevention.
