Bridging the digital health information divide: strengthening early warning systems for climate-driven emergencies in sub-Saharan Africa (2) Climate-driven zoonoses

Thank you for this topic; it is timely, especially at a time when part of sub-Saharan Africa is enduring the Ebola outbreak that is ravaging DR. Congo. Whereas my argument may not necessarily address the digital divide, I feel the climate emergencies in Africa go beyond this theme, especially at a time when poverty and computer uptake in the region are still at their lowest compared to other regions. Thus, arguing from a climate-disease emergencies angle, in East Africa, unpredictable rainy seasons coupled with intense downpours disrupt wildlife's ecological setup, forcing them into closer proximity to humans and creating unprecedented contact zones. In these ecological fringe spaces, pathogens like Ebola jump species barriers, turning climate variability into a direct driver of emerging zoonotic threats. In the case of the current Ebola Outbreak, the WHO reports that the ongoing 2026 outbreak of Ebola disease caused by the Bundibugyo virus in the Democratic Republic of the Congo (DRC) has reached over 4,900 confirmed cases and 2,300 deaths, making it the deadliest outbreak of the virus in the DRC's history.

Building a holistic, sustainable line of defense against such unprecedented climate-driven zoonoses across sub-Saharan Africa requires moving beyond reactive crisis management, and ideally this should rest on four interconnected pillars if resilience is to be created:

- Integrated One Health surveillance through bridging the traditional silos between human health, veterinary science, and environmental monitoring allows field teams to track disease drivers holistically; while monitoring vector populations, wildlife migration patterns, and local microclimates in real time, public health officers can identify environmental anomalies before human cases ever emerge.

- Community-led ground networks, where the most critical sensors in any early warning system are local pastoralists, farmers, and community health workers, and by training rural communities to spot early indicators, such as unusual livestock die-offs or sudden shifts in vector presence, ensure rapid, hyper-local reporting long before central laboratories receive samples.

- Predictive climate-disease modelling through combining satellite-based remote sensing data, tracking sea surface temperatures, vegetation greenness, and surface moisture, with historical epidemiological data enables experts to forecast high-risk outbreak windows months in advance.

- Institutional capacity and local ownership through long-term sustainability depend on embedding these systems within regional and national frameworks and investing in local laboratory infrastructure, regional data-sharing protocols, and cross-border emergency response teams, ensuring that early warnings translate directly into swift, proactive interventions.

In conclusion, when building robust predictive modeling, cross-sector cooperation, and grassroots monitoring align, an alert is no longer just a warning, but rather it becomes an actionable shield that protects vulnerable communities before an emergency unfolds at a community level and becomes a global public health emergency.
