Dear Neil,
Sadly, that wasn't a rhetorical question. In my experience, decision makers in large iNGOs and bilateral institutions do not see child development as having any role or deserving of focus during humanitarian response. This itself is revealing, but I am hoping in the large group of colleagues that others will have different observations and experiences, and that they may be willing to share these with the larger group.
